Illustrative roofing photography

Residential reroofing and commercial work follow different rules.

The city roofing page says residential roofing permits and inspections are no longer required. It separately requires a construction permit for new commercial roof installations and replacements. That distinction matters more than generic advice that every reroof needs the same permit.

Residential and commercial roof requirements

Guidance retained from the official city pages checked October 27, 2026. Confirm the actual property jurisdiction and scope before work.

Scope
Published city guidance
What still needs review
Residential reroof
Roofing permits and inspections are no longer required.
Roofing code remains applicable. Structural alterations or separately regulated work are not established as exempt.
Commercial installation or replacement
A construction permit is required.
Confirm the application, plan requirements, applicable fees and roof-specific inspection stages.
Residential materials and layers
City guidance states required ice/water shield and no more than two shingle layers.
A two-layer maximum does not establish that a particular roof can accept a recover.

Commercial fees are not just the roofing line.

The Clerk-linked 2026 fee schedule lists $300 for all commercial roofing. It separately lists a commercial administrative fee at 10% of total permit fees for plan review and inspection, not included in the shown fees.

Confirm the charge application

The $300 line is not an established all-in total. Ask the city how administrative and other applicable charges apply to the specific scope.

Use the current schedule

An older department-linked comparison contains different area bands and a residential permit line. The explicit roofing page and current Clerk-linked schedule are the useful starting points.

Keep the date caveat visible

The Clerk paragraph contains an internally inconsistent passage date. The schedule is linked as 2026, but the original enactment and exact application need city confirmation.

Inspections and property jurisdiction

For regulated work, city guidance directs building-code inspections through IBTS and calls for one business day or 24-hour notice.

Inspection stages

Confirm the roof-specific stages before covering work. Do not apply this requirement to residential reroofs the city expressly exempts.

Property location

A Bonner Springs mailing address or ZIP does not settle city jurisdiction. Confirm the actual property.

Scope changes

Structural or other separately regulated changes can affect approval requirements even where ordinary residential reroofing is exempt.
